A supplier says its packaging is FSC-certified. Does that cover the boxes you are ordering?

The answer depends on the supplier’s certification, the claim available for the finished packaging, and the documents supplied with your order. A paper sample or certificate PDF alone does not settle those questions.

Before ordering FSC-certified packaging, check the supplier’s current certificate, relevant product scope, proposed FSC claim, and label arrangements. Confirm any recycled-content requirement separately. The finished packaging and its sales documents need to support the claim agreed for your order.

The checks below help buyers turn a general request for “FSC packaging” into written requirements before approving the quote and artwork.

What Does FSC Certification Mean for Custom Packaging?

FSC certification supports responsible sourcing claims for forest-based materials through a chain of custody. It does not establish a box’s strength, food-contact safety, or local recyclability. It also does not always specify recycled content. Buyers need separate evidence for those requirements.

Sourcing and Performance Need Separate Checks

Separate the Material, Sourcing Claim, and Performance

A packaging specification should distinguish three things: the material, the FSC claim, and the required performance.

The material specification describes the paperboard. It may include the grade, weight, thickness, coating, and fibre content.

The FSC claim identifies the sourcing status under which the finished packaging is supplied. The certified supplier must support that claim through its chain-of-custody controls.

The performance requirements describe what the box needs to do. A skincare carton may need clean folds, clear printing, and enough strength to hold a glass jar.

Evidence for one requirement does not establish compliance with the others.

Buyer Requirement What to Check
Responsible fibre sourcing The applicable FSC claim and supporting supply-chain records
A set recycled percentage Material information, calculation basis, and component covered
Product protection Board properties, box structure, and relevant sample or test results
Direct food contact Documentation for the intended food-contact use
Recycling information The finished packaging construction and local recycling arrangements

An FSC claim cannot tell you whether a dark printed fold will show white cracks. That requires a separate review of the board, grain direction, ink coverage, and crease 1.

Recycled content alone does not establish whether the board and structure can protect the product either. A buyer still needs to confirm the material specification and assess the assembled box.

I would record a retailer’s FSC requirement separately from a brand’s recycled-content target. A supplier may be able to meet both, but each needs a clear answer.

I cover broader environmental questions in my eco-friendly packaging guide. This article focuses on the FSC details that buyers need to confirm for an order.

How Can Buyers Check a Packaging Supplier’s FSC Certificate?

Use FSC’s public search database to check the certificate holder, current status, and relevant product scope. Match the record to the legal company supplying your order. If a trading company, group company, or outside production site is involved, ask how the finished packaging remains covered.

Match the Certificate to the Supplier

Check the Company Name First

Ask for the supplier’s legal company name, FSC certificate code, and trademark licence code. Compare those details with the record in the FSC public search database 2.

The two codes serve different purposes.

The certificate code identifies the certification record. A chain-of-custody certificate code typically includes “COC.”

The trademark licence code commonly follows the format “FSC-C” and a series of digits. It appears in FSC labels and other authorised trademark uses. It does not state the recycled percentage or establish the claim for a particular order.

A website’s brand name may differ from the legal company name. A factory may also belong to a larger group. A name difference alone does not establish a problem, but the supplier should explain the relationship.

Identify which company sells and invoices the packaging, which company holds the certificate, and how the proposed supply arrangement supports the FSC claim.

Check What the Certificate Covers

Review the current certificate status and the relevant products, activities, and sites.

A valid certificate does not mean that every item in a supplier’s catalogue is available with an FSC claim. The proposed packaging must fall within the applicable certification arrangements.

Check Question to Ask
Company name Which legal company will sell and invoice the packaging?
Current status Is the relevant certificate currently valid?
Product scope Does the scope include the proposed packaging?
Production arrangements How are the sites and any outsourced activities covered?
Order claim Which FSC claim will appear on the sales documents?

A paper mill’s certificate alone does not establish that finished printed boxes can be sold with an FSC claim. Printing, converting, and the sale of the finished packaging also need an appropriate chain-of-custody arrangement.

Outsourcing does not automatically break that chain. FSC permits outsourcing under defined controls. The useful question is how the certificate holder controls the work, rather than whether every contractor has a separate certificate.

Recheck the record when the supplying company or production arrangement changes. A certificate saved from an earlier order may no longer reflect the current position.

Does FSC-Certified Packaging Have to Be Recycled?

No. FSC-certified packaging does not have to contain recycled fibre. FSC 100%, FSC Mix, and FSC Recycled describe different sourcing categories. A buyer who needs a specific recycled percentage or post-consumer content should state that requirement separately and identify which packaging components it covers.

Check Recycled Content for Each Part

Check What Each FSC Label Means

FSC’s official label guide 3 explains the three main labels.

Label What It Says About Forest-Based Materials
FSC 100% The forest-based materials come from FSC-certified forests
FSC Mix The forest-based materials come from permitted FSC-certified, recycled, and/or controlled sources
FSC Recycled The forest-based materials have been verified as reclaimed

FSC Mix is not a fixed recycled-content percentage. Buyers should not read the label as proof that a box contains a particular amount of recycled fibre.

Total recycled content and post-consumer content also mean different things.

Post-consumer reclaimed material comes from products used for their intended purpose by individuals or businesses. Pre-consumer reclaimed material comes from qualifying material recovered before end use. Not every piece of production scrap qualifies simply because it has been collected for reuse.

For paper products, FSC Recycled does not require all the fibre to be post-consumer. A brand with a post-consumer content target therefore needs supporting material information beyond the label name.

Ask Which Part the Percentage Covers

A rigid gift box may contain wrapping paper, a greyboard core 4, and a separate paper insert. Those parts can use different grades and fibre mixes.

A recycled-content figure for the greyboard does not describe the wrapping paper or establish the percentage for the whole box.

Packaging Part What to Ask
Wrapping paper What recycled content, if any, is supported for this paper?
Greyboard core What percentage is recycled, and how much is post-consumer?
Paper insert Which grade is used, and what material information supports it?
Whole box What components and calculation basis support an overall percentage?

The supplier should also confirm which components fall within the finished packaging’s FSC claim. A recycled-content statement and an FSC claim answer different questions, even when they concern the same component.

I discuss board appearance and use in my paperboard types guide. Board selection still needs to account for printing, folding, and the product’s protection needs.

What Must Be Confirmed Before Printing an FSC Label on a Box?

Before printing an FSC label, confirm that the finished packaging is eligible, the label matches the applicable claim, and the responsible certificate holder has completed the required approval process. Obtain the correct label artwork through the certified supplier. A logo copied from another package is not a production-ready substitute.

Confirm the Label Before Printing

Put the Label Requirement in the Artwork Brief

State whether the order needs a printed FSC label or packaging supplied with the relevant FSC claim in its sales documents.

These are related requirements, but they are not the same. A request for certified material does not give a designer permission to place an FSC logo on the box.

The certified supplier should confirm the appropriate label, licence details, and approval route. Depending on the certificate holder’s arrangements, trademark use may be reviewed by its certification body or managed through an approved trademark use management system.

I refer buyers to FSC’s official product-label guidance 5 when they need more information.

Artwork Detail What to Check
Label type The label matches the eligible FSC claim
Licence details The responsible certificate holder supplies the correct details
Position The label remains visible on the intended panel
Size and colour The artwork follows the applicable trademark requirements
Approval The required approval process is complete before printing

Review Changes Before Production

A designer may move the label to make room for a barcode. A buyer may request a different board after approving the artwork.

Changes to the material, FSC claim, or label artwork need review through the supplier’s applicable process before printing. An earlier approval should not be treated as covering a changed specification.

The same applies when production moves to another supplier. The responsible certificate holder and licence details may change, so the old file should not move directly into production.

Small cartons need particular care. Ingredients, warnings, barcodes, and the FSC label may share a limited panel.

Check the label against the dieline and on an assembled sample. A fold, glue flap, or overlapping panel can hide information that looks clear in a flat PDF. Where a sample uses provisional label artwork, record that the final production file still needs the required approval.

What FSC Details Should Appear in a Packaging Quote?

A packaging quote should state the board specification, proposed FSC claim, printed-label requirement, and any separate recycled-content target. It should identify the supplying company and explain the expected sales documentation. Unconfirmed material or claim details should remain marked as pending until the supplier resolves them.

Write Clear Requirements Before Ordering

Compare Quotes With the Same Requirements

Two suppliers can quote the same dimensions and quantity while offering different packaging.

One may propose a board available with an FSC claim. Another may include a specific recycled grade. The quoted scope may also differ on inserts, label preparation, and artwork handling.

Compare prices after confirming that those requirements match.

Quote Item Detail to Ask the Supplier to Confirm
Box structure The style and included paper components
Paperboard The grade, weight or thickness, and finish
FSC claim The proposed claim for the finished packaging
Recycled content The percentage, source type, calculation basis, and component covered
Printed label Whether it is required and how approval will be handled
Sales documents How the FSC items, applicable claims, and supplier’s certificate code will be identified
Supply Material availability for the quantity and production schedule

For a sale made with an FSC claim, the supplier’s sales documentation 6 needs to identify the relevant products and claims, along with its certificate code and other required transaction details. Where information is provided through linked delivery or supplementary documents, the supplier should explain that arrangement.

A website statement or a copy of the paper mill’s certificate does not replace the records for the finished order.

Use a Specific Request

A carton inquiry can use wording such as:

Please quote the carton with the proposed board grade, weight or thickness, and finish. Confirm the FSC claim available for the finished order, the legal supplying company, and its FSC certificate code. We require an FSC label on the box. Please explain the label approval process and how the FSC items and claim will appear in the sales documents. If the board contains recycled fibre, state the percentage, source type, calculation basis, and component covered.

Confirm the material requirements before sampling where possible. A structural prototype may use a substitute board to check fit and assembly. If it does, the supplier should identify that difference. The prototype alone does not establish the sourcing claim for bulk production.

When the board changes, request an updated specification and quote. Review any effect on the FSC claim, label eligibility, appearance, and sample approval.

I use my packaging option library to review materials and finishes. FSC availability and documentation still need confirmation for the actual order.

Frequently Asked Questions

Does my brand need its own FSC certificate to buy labelled packaging?

A brand generally does not need its own FSC certificate simply to buy finished, labelled packaging for its own products. Processing packaging or selling forest-based products with FSC claims can create different requirements. Separate promotional use of FSC trademarks may also require authorisation. Check the planned activities with FSC or a certification body if the position is unclear.

Does an FSC licence code show the recycled percentage?

No. An FSC trademark licence code identifies the licence holder. It does not state the packaging’s recycled percentage or replace the certificate code required for an FSC sales claim. Ask for component-specific material information when recycled content matters.

Can I use the same FSC label for a repeat order?

An unchanged repeat order may be able to use the existing label artwork. Ask the supplier to confirm that the material, FSC claim, licence details, and approval arrangements still apply. A change of supplier or specification needs review before the file is reused.

Can a supplier sell FSC-certified boxes without printing an FSC label?

Yes. Packaging can be supplied with an FSC claim in the sales documents without carrying a printed FSC label, provided the applicable requirements are met. State whether you need the documented claim, an on-box label, or both when requesting a quote.

Does an FSC label on the box also cover the product inside?

An FSC label identifying the packaging does not certify the skincare formula, food, or other product inside. Packaging and contents are separate elements. The label and any accompanying statement should make clear what is covered.

Does FSC certification cover the wrapping paper, greyboard, and paper insert?

Ask the certified supplier to confirm the scope for the complete packaging specification. Do not assume that certified wrapping paper establishes a claim for the finished rigid box. Component requirements depend on the construction and applicable FSC rules, so the supplier needs to assess the combination being supplied.

Send your box style, quantity, proposed materials, and any FSC or recycled-content requirements with your inquiry. State whether you need an on-box FSC label so these details can be reviewed before quotation and artwork approval.

Conclusion

Before approving production, confirm that the supplier’s certification, agreed FSC claim, sales documentation, and label arrangements apply to the packaging being ordered. Keep recycled content and performance requirements in the specification as separate checks. If the material or supplier changes, review the affected details before production continues.
